How does it hold up to the PvP epics? Random example:

2784 Armor
+301 Strength
+512 Stamina

Cogwheel Socket: +208 Resilience (Mystic Cogwheel)
Cogwheel Socket: +208 Resilience (Mystic Cogwheel)
Socket Bonus: +20 Strength

Ignoring meta sockets, and stacking a Resplendent (20 Strength/20 Resilience Gem) into the Red socket on the Vicious helm, 2 Mystic Cogs on the Killshades, and presuming the Socket bonuses on both helms are met... the following can be noted:

1) Even Strength (surprisingly)
2) Vicious Gladiator's Dreadplate Helm has 49 more Armor
3) Vicious Gladiator's Dreadplate Helm has 29 more Stamina
4) Vicious Gladiator's Dreadplate Helm has 181 Mastery
5) Reinforced Bio-Optic Killshades have 125 more Resilience

These cogs make Killshades a great temporary (or permanent) substitute for the epic PvP helm. Many people will likely use Killshades over the PvP helm if they value Resilience more (being the primary gemming stat on many current PvP builds I suspect this wont be uncommon).
Although the 49 Armor, and 29 Stamina are arguably negligible the real difference is the trade of 181 Mastery for 125 Resilience.

Love it on my pally i traded out this PvP helm for this because I put +208 resilience and +208 Haste for Sanctity of Battle

Very nice addition to engineering indeed. I am thinking however that these cogwheels will become completely forgotten once we go to patch 4.1. Since I doubt the engineering goggles will be updated with new recipes for the next tier of raiding/arena gear, using the cogwheels will be mostly for the fresh 85s.

So since no one written it anywhere, this new gem can be bought from Frank Natale in twilight highland and only fit in cogwheel slots, these slots are only available from the crafted engineering helm.
