Internal Cooldown = 45 seconds
Spellpower Scaling = No, but can crit for 200%
Proc from HoTs? = Yes

IMO, this won't have ICD, because it's 10% chance and it will not proc. on HoT's, because druids would proc. it all the time.
It would be fair that this trinket proc'd. from the spells casted, i mean i cast HoT and it procs. on the cast not the healing tick, but that's kinda unbalanced, because not all healers have a lot of instant spells.

Pure throughput.
Even if this thing's heal doesn't scale with spellpower or things like Resto shaman mastery, flat percentage healing increases from talents, or say a DK tank's Vampiric Blood, it still adds a pretty consistent ~330 heals per second if the 45s ICD holds true.
If this -does- scale with that stuff, this trinket is just insane.
I want one. Where is it.
