This item exists in several colors.

Cat Lover's Vest - purple hue, quest reward.
Sorcerer Drape - Blue hue, world drop BoE.
Conjurer's vest - Green-khaki tint, world drop BoE.
Ivycloth Tunic - Darker green, world drop BoE.
Durable Tunic - brownish, world drop BoE.

These items are often worn by corsairs on alliance boats and horde zeppelins. The older non-purple versions are missing the lower arm part, including the cuffs, which sucks - but! you can purchase the wrists separately on the AH (for instance, sorcerer bracelets to go with sorcerer drape).

I just looted one of these with +(19) Shadow Spell Damage from a chest in Scarlet Monastery (Library).

The Tunic has a 0.4% drop rate and the +19 Shadow Spell Damage has a 3% drop rate.

That would be 1 in 8333 chances if I'm not wrong.

Lucky day for my Level 36 Warlock.
