1. Find/loot an Ominous Tome
-Dun Morogh, from Frostmane Shadowcaster in Troll cave West of Brewnall Village
-Elywnn Forest, from Kobolds in Jasperlode Mine
-Durotar, from Voodoo Troll in Echo Isles
-Tirisfal Glades, from Darkeye Bonecaster in Agamand Mills (farm north of Brill)

2. Find/loot a piece of blood/leg
-Dun Morogh, loot Wendigo Blood from Wendigo mobs
-Elwynn Forest, loot Gnoll Blood from any Gnoll
-Durotar, loot Makrura Leg from Makrura mobs
-Tirisfal Glades, loot Gnoll Blood from any Gnoll in Garren's Haunt

3. Find/loot a jawbone/skull
-Dun Morogh, loot Wolf Jawbone from Wolf mobs
-Elwynn Forest, loot Wolf Jawbone from Wolf or Prowler mobs
-Durotar, loot Kul Tiran Skull from Kul Tiran mobs in Tiragarde Keep

4. Take 3 items to a summoning portal and use the Ominous Tome to summon Soboz.

-Durotar, portal is near Zalazane in Echo Isles (Troll village at south end of large island)
-Tirisfal Glades, portal is in sewers of Undercity

5. Defeat Soboz and loot Rune of Grace.

3 dropped for me while doing Dwarven Outfitters.

I think the droprate of 3% is for all classes, so it should be 6-7x higher for locks (because of the number of classes available to gnomes and dwarves), modified further by how many players are actually leveling each class.
But 1 in 5 for locks is probably not too far off.
