This could be a bug, but as a Tauren completing the requirements did not work for me outside of Mulgore.
I had to use the Rank 1 Lightning Bolt, killing enemies of my level bracket (did not work on gray enemies), and within the Mulgore zone.

The spawn loc varies - for me it was at 56, 50 - just look south of Razor Hill in the larger area

Tauren shaman: Spawns along the Mulgore-Barrens border. I found it at 67, 66 and it spawned in front of me after a lightning bolt struck.

If you've yet to find yours, be on the lookout for what almost sounds like a repeated casting of Lightning Shield. This is the lightning striking the icon, and it does this at regular instances. It might help you pinpoint the icon if its hidden behind some landscape.

At least as of 15. December 2023, Lightning Bolt Rank 2 and higher can be used to get the Inspiration buff stacks. However, the mobs killed must still grant experience (their level must be coloured as red, yellow or green)

It seems that if the killing blow is made by an Overloaded Lightning Bolt proc, it won't count.
