You don't need to finish the mob with ES, it's enough to just use it on it.

I ended up getting this from the Frozen Makrura east of razorhill in that destroyed hut, however it didn't let me gain inspiration from killing mobs with earth shock, nor with it active on the mob. Don't know if I'm doing something wrong or not.

As an 14 Shaman, the only spell I could get to put a debuff stack on the Frozen Makrura was Flame Shock. The fire debuff lasts only a couple seconds. I was able to invite a Mage and Lock to the group and it took a while, but we could coordinate our skills to get the stacks to 3, and were able to slowly break through the ice.

TAURENS: looted 'Artifact Storage Key' from dwarves in Bael'dun Digsite in Mulgore, west of TB - use the key on a dark brown box called 'Artifact Storage' under the table at the larger tent 1tent towards the back left side of the digsite and the Icon was located in there.
use earth shock on 10 enemies and then kill them to unlock it!

Just tapping the mob with any kind of nature damage seems to do the trick. I finished one mob just with lightning bolts, and it counted. The other, I finished with lightning shield and melee, and it counted as well.

It was not obvious to me but if you are going there way above level and try to kill 10 ennemies with Earth Shock, it only counts on mobs that give you xp (no gray level will count towards your "Inspiration").

I accidentally used the item before i had 10 stacks on inspiration and the item disappeared from my inventory. Now I have inspiration, but i have no item to click on to give me the rune. I've tried opening the chest with new keys i've farmed but none are dropping this icon again. Not sure what to do... Am I screwed?

On my 14 Shaman, I cast Flame Shock, Fire Nova, and Flametongue. That was 3/5 sources. Searing Totem doesn't work because it won't attack the neutral enemy. I also used a bomb and I'm not sure if that counted as a 4th source. Then I got my friend who is a 14 Warlock to come over and he used his Firebolt and imp and that did it. He melted and we each got a rune!

When you're casting Earth Shock to fill the relic, the enemy has to be a level high enough to grant experience, or it won't count.
