Ok, I got it figured out. You have 3 Powers you have to "increase balance" with and you have to get 5 stacks of each in your buff bar. Once you get them, click the idol and you learn Lacerate.

Powers of the Moon, Emerald Dream and Wild.

Moon: You boost this power by using moonfire. It is random and you get 5 stacks within 2-3 minutes of grinding.
Emerald Dream: randoms stacks by just healing, toss direct (HT or Regrowth) heals on other players when they are not at 100%
Wild: Stacks by shapeshifting. Just stand there and shapeshift, You can get 5 stacks in about 2 mana bars.

Ok to clear it up for you guys:

The moon buff is easy just dot moonfire and kill mobs 5 times
The next 2 buffs have a 20% chance to proc on healing and shapeshifter with a 5 second CD.

So all you gotta do is shapeshift untill you get the 5 stacks and cast Rank 1 Healing Touch untill you have 5 stacks.

Once you have all 3 buffs with 5 stacks use the Relic on your character sheet.
