The proper dialogue from the dead Twilight cultist is only available if you consume and have either Blacksmithing, Tailoring or Leatherworking at or above 100. The recipe is learned upon completion of the chain, So 100 Blacksmithing is required to craft this. The 175 skill indicated on wowhead refers to when this recipe turns yellow, not when it is learned.

Even though you lose 2 Str and 1 Stam from upgrading it from the Rare version, for auto-attack heavy classes like Paladin and Warrior, a 1% increase in hit chance seems quite good.
At the moment I have 122 Str with no BFD gear, losing around 1,61% Str to increase my spell and melee hit by 1% is great.

That said, the 3-piece Mail Set Tier has the same effect, so this could serve as a temporary replacement until you collect the full set.

This is a guide on how to craft gear for both Alliance and Horde.

In order to begin this questline, you must be level 100 in either Leatherworking, Blacksmithing, or Tailoring. Once you've completed the questline you will unlock the recipes for all 3 professions in case you decide to change your mind in the future.

Step 1: Purchase a from the AH. They are created by Alchemists, which can be learned by using .

Step 2: Fly to The Zoram Strand in Ashenvale, then go to coordinates . There you will find a . Use your previously purchased elixir and speak to him. WARNING: the elixir buff is lost upon death, so make sure there are no enemy players around to grief you.

Step 3: Enter Blackfathom Deeps, and clear up to the second boss , the giant sea turtle. On his platform you will find the interactable corpse of . Interact with it to receive your .

Step 4: Collect the following materials for the next quest: 5 gold, 40x , 5x , and 2x .

Step 5: Go to Rachet in The Barrens, and speak with . She will give you the quest . Hand in the materials previously mentioned to receive your trinket.

Step 6: Return to Blackfathom Deeps. Just before entering room, jump in to the water to the left. Toward the back of the cave under water, you will find an . Loot it to receive .

Step 7: Go to Hillsbrad Foothills and enter the cave located at . When you enter Ravenholdt Manor, turn right, up the mountain. There you will find a large glowing crystal called the Shard of Pure Light. Interact with The Box in your inventory when you are close to the crystal. Doing so will give you a , which is one of the reagants required to craft the epic item.

Step 8: Next to the crystal will have spawned a . Interact with this NPC and she will teach you every recipe for the Phase 1 SoD epic items.

If you make a mistake, or want to craft a different item, you can restart from Step 6 to gather another Shard reagent. Note, however, that you can only have 1 equipped at a time.

I recently crafted this breastplate and gave it a spin. Here are my findings about the equip effect:
- The debuff is called Curse of Vulnerability, it colors the target in a purple hue, lasts for 15 seconds and it's a Curse that can affect multiple mobs that attack you - can't confirm if it's dispellable;
- It triggers from any melee attacks, hits or misses, with a very consistent upkeep, up for 95-100% of the time (unless the target resists a lot, like being 3+ levels above you);
- It also triggers from spell hits (or being hit by an ongoing chain lightning), but due to the casting nature of them the consistency of the debuff goes down, roughly a 70% upkeep if the boss chain casts spells (such as Baron Aquanis );
- The debuff effects adds 2 damage to all attacks on the target; I noticed both my Consecration and Retribution Aura didn't add further damage beyond their usual ticks, and I can assume only direct aoes will benefit from the effect (Arcane Explosion may count, Blizzard may not).

All in all, this chestpiece adds a bit of oomph to your party's tank, being even more useful on AOE duty. I'll edit/add more details as others place their input in the replies.
