This is such a bad design you can not turn in while the PVP event is on since it is camped by Horde and while the event is off the npc is not there.

So far it seems to be only one time turn in, but you can get the item again.

I turned mine in at Felore Moonray <Priestess of the Moon> Yes after the battle is over 0%-0% Im looking at here right now in Astranaar 36.9 49.7

It does not appear that one of these will drop if you have the in your bags.

In case anyone else was confused by this - you have to right click on the quest item, which then starts the quest and then you can turn it into Felore Moonray (either at the inn or moonwell)

This quest is the only part of Ashenvale event that gives rep over revered but it's only weekly.

First opportunity to complete this quest is Level 18.

You can collect the quest several levels lower than that but, obviously, cannot begin it.

The quest leads to Repelling Invaders which once handed-in rewards the following:

Silverwing Battle Hymn: A 2 hour buff increasing damage and healing by 5% (This unique reward can be held in your bag until wanted).
6300 XP and 1100 Rep with Silverwing Sentinels.
