Personally I got 5 in 11 kills, think the drop rate is a tad higher. These guys are by the dry hills, kill only the scytheclaws since they seem to drop them the most.

Do yourself a favor and drop this quest like a hot potato. I spent an hour looking for these Intact Raptor Horns - and most of that time was running around looking for these exceedingly rare mobs that actually drop them. I got 1 horn in that time. Supposedly all raptors on the Barrens drop the horns, but only Sunscale ScytheclawScytheclaw do so without a ridiculosly low drop rate. Worthless use of precious game time.

After combing around the barrens for ages, looking for raptors, I found the best place to farm this one is at around 58, 53.9.

At that location, there is a sort of raptor nest (at the end of this little valley is the objective to another quest: "The Stolen Silver" L'argento rubato so you can kill two birds with one stone.
