I checked all over, and this is Vendor Trash. Don't let 'em pile up, a stack of 5 sell for 12.5 silver, which is great toward your mount when your doing the Syndicate quests in the low 30's.

I think InyusDW may have these confused with the Syndicate Emblems that rogues need to pickpocket to increase their reputation with Ravenhold Manor in northern Hillsbrad. The Mark of the Syndicate is something else altogether and I haven't found a use for them yet.

That's Syndicate Emblems. These have no use as of yet.

If you are confused, mark of the syndicate (seen on this page) and "Syndicate emblems" are 2 different things.
Syndicate Emblem (Syndicate Emblam)
Syndicate emblems are used for a rouge quest, you can pickpocket them. "mark of the syndicate" is preety much useless.

They are turned into an NPC north of the hold in HB. They are the rivals to the Syndicate and seem to be rogue related.
