Go to Addie's Stead @ 23,72! Open a Defias Strongbox and you have completed the quest...

Found it right in the house in Addle's Stead. The main entrance is south of the main east/west Duskwood road, near the entrance to Raven Hill to the north of the road.

There are stealthed Defias in the plowed field. I killed two, then three outside the house, one in the house and opened the box. 28 priest, no problem.

I don't know if it really drops off of a mob, but it definitely is inside a lockbox in the farmhouse in Addle's Stead.

There seems to be a bug on the chest where you can "open" it, but there's no loot window, and you can't stop "opening" it, meaning that you're stuck looting a chest without a loot window until you log out. I've tried it four times now, and it's done that every time.
