The NPC seems to be impossible to find.
I'm inside the keep, and have been running around for 30min.

Am sure you found him by now - but if not - he's on the third floor.

Here's the way to find him:

First, go into the keep. Pick a wing, left or right, and then go straight until you run into a room that has cots, like barracks. Next, turn either left or right to enter a room in the middle of both paths. There should be stairs and the NPC with quest "Fiona Longears". Go up these stairs, and turn right. Turn left up the ramp, and a left again to find the room he's in.

You need to complete the "The Algaz Gauntlet" quest if u want to get this quest.

Go up one flight of stairs, and when you see the next set going up, turn around and go up the ramp instead. He is in this room.

I completed the mission. Now I attempt to contact Captain Stoutfist. I know he's in the keep. I went into the keep and look around and I'm on top of the smileyface all I see are two characters. I went all floors even the roof and the basement and not found him. Is there a bug or is that not available anymore since my character is at level 28?

It appears that you cannot get this quest until you complete "The Algaz Gauntlet" mission given by Mountaineer Rockgar in Loch Modan.

First you must complete all the quests in Loch Modan and retrieve the quest The Algaz Gauntlet. Complete that quest to get Report to Captain Stoutfist.

Captain Stoutfist is located in the keep inside Menethil Harbor.

Go upstairs to the throne room on the second floor. He is in the back standing proud at his table.

If you have completed The Algaz Gauntlet but you still can't see the quest from Valstag Ironjaw, drop the quest "War Banners".

It appears as though if you've already talked to Captain Stoutfist and picked up the quest from him, you won't see the quest to report to him.

If you've already completed the second quest in the chain, "War Banners", you will not have the option to pick up this quest. You can always abandon the quest and pick this one up to have the full chain.
