Oh god, do not do what I did! Farmed for at least 30 minutes for this item, disbanded the quest and took it again, re-booted the game etc. Seems I had "equipped" it :) when I "used" it again I got credit for the quest :)

Just to make it 100% clear.
Equip the Dyadic Icon and get poisoned by the Scorpids until you get 10 Stacks of nature damage and the 'Inspired' buff, and then 'use' the Dyadic Icon from the Character Info (C) screen while it is still in the Relic slot.
Not sure if there is any ability visible in your Spellbook to do this with, but it was really frustrating to try and figure out why there is no quest progess by re-equipping and redoing this.
