Have the key and am standing at the box but can't actually turn in the quest. Level 36, may require level 40 or at least higher to actually finish it?

Just for some clarification.

You don't actually have to get the tag on Illari. I found her just as another group finished her off and dropped the bag. I looted the bag and waited for her to respawn triggering the quest completion of finding her. I could then loot the box and get the Trap Launcher rune.

Note if you open the "container" that contains the rune and all you see is a questionmark and you being unable to loot it. Logout and delete your Cache in your wow installation. Log back in and enjoy trap launcher!

Talking to as a Horde character reveals the following dialogue:

I have completed Quest and have Jewel-Encrusted Box in my bags, I try and open it and it says looting this item will bind it to you, I press ok and nothing happens except the chat box disappears leaving the Item box showing 'Rune of Trapper,' Rune doesn't go into bag etc!

Highway Robbery Quest Chain Guide w/ Illari Duskfeather Location - https://youtu.be/wtgnmxaa9kU

1. Find Extinguished Campfire near Kodo Graveyard.
-Located on a small plateau in the Northwestern portion of Kodo Graveyard, when looking at the map it is above the "OD" of Kodo in the Kodo Graveyard text.
-Must be at least level 30 to click campfire and pick up quest "Highway Robbery"

2. Follow the main road North out of the Kodo Graveyard, folow as it curves East.
-Follow road as it curves East.
-At the point where the road curves North again, continue heading East to a small Goblin settlement.
-Talk to Bibbly F'utzbuckle standing in a small fenced area next to the hut.
-Turn in "Highway Robbery" and pick up "On The Lam"

3. Head to Booty Bay.
-Head to The Salty Sailor Tavern in the Southwest corner of town.
-Talk to Tokal standing near the bar.
-Turn in "On The Lam" and pick up "Cherry For Your Thoughts?"
-Purchase Cherry Grog from bartender (Nixraxx Fillamug) standing behind Tokal.
-Give Cherry Grog to Tokal.
-Turn in "Cherry For Your Thoughts" and pick up "No Honor Among Thieves"

4. Head to Arathi Highlands.
-Head to the large bridge that takes you to The Wetlands (but don't cross it)
-On the Arathi Highlands side of the Wetlands bridge, you will see a small rope bridge going across to the hillside.
-Cross the bridge and head down the hill to a small boat on the waterside.
-Boat will teleport you East to an area known as The Forbidding Sea.

5. Talk to Illari Duskfeather standing on a small dock nearby.
-Defeat Illari Duskfeather in battle, she is level 40. (or watch someone else defeat her)
-Illari will teleport away and leave a Dropped Pouch in her place.
-Loot Dropped Pouch to pick up Illari's Key (this item can be looted regardless if you tagged Illari or not)
-Use Illari's Key on Illari's Loot Cache on the other end of the dock.
-Loot Jewel Encrusted Box from Illari's Loot Cache, inside will be the Rune of Eclipse.

Just did this entire questline as a level 30 dwarf hunter for the trap launcher rune and solo'ed her its very easy.

Do the questline all the way up to this point (there's no fighting except for Illari Duskfeather .

To the left of the dock she's standing on you'll see a large farmland area with picket fences, lure her over to the fence and autoshoot her while jumping back and forth over the fence to mess with her pathing. She'll never reach you and its as easy as autoshooting. Just be sure you have arrows!

When I got to the dock I couldn't see Illari for some reason, but I reloaded and she appeared.

[As I was saying... Our boss wasn't with the Horde. She was a night elf named Illari Duskfeather. She gave us intel on the camps, and even let us keep most of the loot. She only kept a few of the rarer finds. Once the Marshal was on our tail, though, she left us for dead. I don't know her motives, but I think we were set up as patsies. I'm not the vengeful type, but I won't stop someone else from hunting her down. If you're looking for her, she once mentioned a hideout somewhere near Arathi.]
