8.3 Gouged Eye of N'zoth: Adding Sockets to Your Gear - Details and Restrictions
We finally got to test the Gouged Eye of N'zoth item on the 8.3 PTR and we can confirm that it does add a socket to a piece of gear. However, there are some restrictions on what you can add a socket to, preventing sockets on Eternal Palace gear.

Update on Arena Season 3 Ending Early
Blizzard has posted an update on Season 3 ending early for arenas, noting that they are working on a hotfix and intend to restart all realms when the hotfix is ready.

8.3 Prep: Extra Mysterious Treasure Maps from Island Expeditions
Prepare for Patch 8.3 by stockpiling extra Mysterious Treasure maps from Island Expeditions. If you complete these after the patch launches, you'll get extra chances at some bonus rewards. While the reward is RNG, you can get lucky and roll either Artifact Power or Titan Residuum which will speed up your character progression in Patch 8.3.
Edit: Titan Residuum maps will be converted to Gold. If your Heart of Azeroth is already level 70, you should still complete save one

BFA Arena Season 3 Now In Off Season, Server Latency and Disconnects
BFA Arena Season 3 appears to have been ended before the release of Patch 8.3, as rating now appears to be locked and the UI now says Off Season. However, this may be related to the latency and disconnection issues that are occurring on live servers.
Edit: Blizzard has confirmed that this is a bug and are working on a fix.

8.3 Operation: Mechagon - Heroic Difficulty, Mythic+ Tuning and Vision of Perfection
Operation: Mechagon will be available on Heroic and Mythic+ difficulties and split into two different sections: Junkyard and Workshop. In addition, special tuning has been made to enemies in Mythic+ and the end-of-dungeon chests can award progression towards all 3 Ranks of Vision of Perfection.

8.3 Preparations: Season 4 Awakened Affix - Overview, Obelisk Rotation, Deplete Buff Removed
Prepare for Patch 8.3 by learning about the Seasonal Awakened Affix! This is the Season 4 Affix for Mythic+ and some recent changes have been found on the PTR including an Obelisk Rotation, the removal of the Deplete Buff ("Bob" buff) and a very hard hitting Physical Tankbuster.

Changes to Mythic+ Scaling on the 8.3 PTR - Base Season 4 Scaling, K Value, Dungeon Changes
With Patch 8.3 coming soon, we're covering some more changes to the Mythic+ dungeon scaling on the 8.3 PTR for Season 4. This includes an increase in the base dungeon scaling, since we last reported on it, a K value increase that reduces the defensive power of all tanks and all the dungeon changes that have been found so far.
