The only ones which are Rep-gainable are the ones in Dustswallow Marsh, you gain Rep with them by killing the Straysh (Is that how its spelt?) Nagas and Hydras on Straysh (Is it? Huh? Huh?) Island, one of them should be speakable to, he gives you a quest to slay 20 Straysh Hydras (lEvel 60 Elites), which is pretty hard work seeing as they spawn rarely and in 3's.
The reward is a very good sheild, resembling a Turtles Back

What are the lowest levels and where can I find them? I want to get one as soon as I can for my 15 hunter.

If you are a lower level hunter interested in a turtle for a pet, there are level 15 and 16 turtles in both the oasis south of Ratchet and also the oasis near the entrance to the Wailing Caverns. These two locations are close to each other and both are in the Barrens. Alliance can easily get there from Ratchet. These turtles look nice and should start with Bite Rank 2, and can immediately train to Growl Rank 2.
