Since this is never mentioned clearly in any comments, I will post my conclusions from trial and error.

This is how you share this quest:

EVERYONE in your party needs to get the Scourge of the Downs quest by talking to Belnistrasz. You should receive Belnistrasz's Oathstone, do NOT turn the oathstone back in to him yet!
ONCE you have verified that EVERYONE in the party has an Oathstone, have ONE person hand it back to Belnistrasz. This should initiate the quest for the member who handed the oathstone in and should ALSO produce a pop-up dialogue for everyone else who has an Oathstone to share the quest.

If you didn't get the pop-up box offering to share the quest then do this:

-Tell your party you didn't get the quest.
-If you have an Oathstone then you were too far away.
-If you don't have an Oathstone then tell your party that NOBODY should "...speak with him again and hand the Oathstone he gave you back to him." UNTIL everyone has an Oathstone on them or the quest won't be shared.
-Let him die, or don't help and tell them to be patient or better yet let someone else do the turn in.
-Wait for him to respawn, get the Goldthorn tea recipe or kill the skeleton dude while you wait.

Once you kill the waves of bad guys, Belnistrasz eventually despawns and a brazier appears on the ground where he was standing during the fights. Click on that brazier to finish the quest and get the ring. If you do not click the brazier then it will eventually disappear and the only way to get it to come back is to escort him again.
