I racked my brain trying to figure out where this dropped. After killing many Scarlet people and getting no drop I went back and found the bottle in a crate right next to the guy who gives the quest, I felt really stupid, and relieved. Hope this helps someone having trouble finding it.

yep the flame is in a crate right next to where you get the quest at the Bulwark.

Is this even a horde or aillence quest?

You might be able to set the tent on fire as Alliance but I've found no way to get the flame in the bottle to do so

There's a box in the camp named "Box of Incendiaries". Open the box and there it is.

The quest is "Scarlet Diversions" You get the quest right next to where you get the bottle.

Yes. This quest is horde only.

There is a Command Tent East of Felstone Field in Western Plaguelands. When you put your mouse over it you get the action cog and it says: "Requires Flame in a Bottle".

The tent is surrounded by Scarlet Hunters, Invokers and Medics. Counted 10.
