You can learn cooking to 375 without being lvl 55 - I think the cut off is Lvl 35, this recipe will stay orange till 315 and then is yellow for a fair bit after that - good to get your cooking up before heading to the outlands. Note: you can't learn Outland recipes till you are lvl 55.

I cook Outland foods like Clefthoof and Talbuk and Clam Bars but I can't EAT them yet. I've been cooking them for several levels now for a friend though. I think it's your cooking level that determines what you can cook, not your Character level -- at least once you get past the level requirements of 35 to get the higher cooking quest from Dirk Quikcleave and level up past 225 -- which of course frustrated me to wait. I personally haven't hit any other barriers and my cooking is currently 365/375 at Level 49. You do have to have 300 in cooking before you can learn the last cookbook though.
