The "Dragon Finger of (Shadow/Frost/Fire/Arcane/Nature) Wrath" wands used to have +19-21 spell damage on them, until they were nerfed a few patches ago. I think the reason why was because these green wands were almost comparable to the epic quality wands found in instances (like https://www.wowhead.com/classic/item=19861 (Touch of Chaos) or https://www.wowhead.com/classic/item=21603 (Wand of Qiraji Nobility)). Since the nerf, it is still possible to possess one of the old Dragon Finger wands (I myself have my trusty old Dragon Finger of Shadow Wrath with +20 shadow damage on it ^_^) but they will no longer be dropped by mobs. Instead, the Dragon Fingers that drop now will only have around +9-11 spell damage on them.
