NPC's name in UC is Daniel Bartlett, and is found in the northern part of the trade district.

I went to him and a first NO RECIPE at all, not even a red item on a timer or anything. I stood at him for about 20 mins and it just appeared.

So if you go to get and its not there just camp him a hwile it shoudl show up eventually.

I logged out for 45 minutes standing next to him. After re-connect the formula was there.

It is indeed soulbound.

Found him idd in Darnassus on 61,18 .. he got the formula too :)

Daniel Bartlett in Undercity does indeed sell this BoP formula. I found it on a Wednesday morning.

I checked him frequently without success prior. I am wondering if the formula restocks with server reset. Either that, or it is a very long restock.

Ive been standing next to the guy in darn for bout 1hr now. is there any lvl or rpe u hav to be with darn befor u can buy it ?

It's limited supply(1), once some one buys it, it's on a cool down (I think like 6 hours) and once the cool down is up the vendor will have another one available.

I have been there many times to buy the other formula with 3+ defence to bracers. The formula for 7 + stamina on shield is there every time. I tried in the morning, middle of the day and even at night. Maybe it's easier for alliance because no one want to travel all the way to Darnassus ;) I don't know :)

I got to the vendor in darnassus, and he had the +3 defence to bracers instand of the +7 Stamina to shield.. but since i didnt have it yet, i bought it. 30 secons later, another +3 defence pops up (so much for limited supply). Curious, i bought that one too.. and sure enough, 30 seconds later the +7 Stamina comes up. Lucky... or coincidence.... probebly lucky :P

Mythrin'dir still sells it. I picked it up five minutes ago. I waited for around an hour. It was the last item on his list.

+5 def and (jewlcrafting) are the first two limited supply items on his list. I didn't have to buy any of the other limited supply enchants to make the shield enchant spawn.

Picked it up in undercity with an alt, realized it was BOP, logged in next day it was there again, limited quantity, got it. it is still there.

got to this guy at 4:30 in the AM wiht friend who was looking for it and i was bored so i followed him. we are waiting till it spawns in this vendors pocket so he can buy...i'll let you all know the time as it appears to us from starting the wait at 4:30 and not knowing when it was last bought. its not exact but its a start....

rly hate this cause I waited for like 3 hours and then lvl 35 came and bought it and said he's gonna get a lot of money for it on AH ^^ like it wasn't BoP

Found it at 5:12pm, so it's not on the even half-hours (2:30, 4:30, ...12:30).

Bought the bracer enchant just before 5pm and it respawned moments later (about 5pm) but not with the shield enchant. So either they aren't linked, or buying the bracer enchant triggers a delayed release of the shield enchant.

hehe I checked with my shaman for the formula, it wasnt there. I thought maybe you need to be honored with UC so I checked with my mage. Its was there relogged to my shaman and it was still there.
So it was just luck.

Hello..

Appeared for me at half past midnight. I also bought the bracer enchantment from him just before just to see if that had any impact, so it's either that it was half past midnight or that i bought that bracer enchant or a combo of both.

I couldn't get him to sell it a skill 260 (honored in UC too) as soon as I got skill up to 265, there it was.

I am fairly certain you do not need a certain skill to buy this since it appeared for me with less than 200 skill. This is not guaranteed to be in stock, but the vendor restocks about every 15 minutes.

A guildie and I camped around the guy for at least two hours, probably closer to three - i can't say for sure when the previous copy was bought but the restock rate is at least two hours.

Darnassus is a fun place to duel tho :D

I've currently been camping him for 45 mins with no spawn on recipe.

Will update if / when it pops.

UPDATE:
After waiting for appx 1.25 hours I gave up and spent 12g on Formula: Enchant Boots - Greater Stamina to continue leveling my enchanting to 290. It requires the same exact materials.

I don't know the exact timer but I bought this once on an alt at around 6:15am and quickly found out it was BoP so be careful.

Long story short, I parked my main next to Bartlett in UC and it respawned at 6:38am so I would say roughly 15-20min respawn timer just to be safe.

Why is this limited supply when its "binds when picked up" ! thats just wasting our time, if its BoP have it on open sale as you cant auction it or send it to alts, or have it as a quest reward or turn in reward.

Ive been camping Daniel Bartlett for 90 minutes and nothing....

edit... Finally got it after 1 hour 45 minutes!

Does anyone know if the formula will appear while you have the vendor's trade screen open? Or do you have to constantly open/close vendor screen to refresh his inventory after it re spawns? TIA.

Update: So I was afk (with vendor screen closed...) came back and was able to buy it. So I am unable to provide the answer to my initial question. BUT, the vendor had at least one more of the same formula available AFTER I bought mine. FYI.

Was not there when I got there around 2 hours ago.
In the meantime lots of the bracers deflection appeared
but 2 hours later only one shield.

If you click off the vendor and re-open it I think it appears maybe a few seconds faster as vendors are not fast updating, similar to how the mailbox works.

This stays orange 5 levels longer than the enchant boots greater stamina does ( both share the same materials )
But the boots is a boe random world drop and was only 5g on teh AH for me
