This is the second or third post i've seen stating that the quest chain for this item is obtainable at level 19. Is there something I'm missing? perhaps a hidden pre-requisite quest? or perhaps some sort of trick to it? If someone could please let me know, I would greatly appreciate it. Thank you."

I wonder the problem. This really is possible to get at the level of 19.

If you can get a high level to help you, you can complete the quests and get these at 19 for a twink. These are good for ANY 19 twink class. or a Warrio,Pally,Rogue,Hunter, Other non Cloth wearers, It is still good. The 6 stamina is great. And a loss of 25-90 armor wont hurt much...
