Players who complete Chromie’s quests in Andorhal can obtain an ancient artifact of Bronze Dragonflight magic.
Use the Chronoboon Displacer to store any world buffs such as Rallying Cry of the Dragonslayer, Warchief’s Blessing, and Spirit of Zandalar for later use.
Click the Supercharged Chronoboon Displacer to restore your buffs with their previous remaining durations intact.
You may not benefit from additional world buffs until you have restored any that you currently have stored in the Supercharged Chronoboon Displacer.

If you already have buffed char you can buy it from Chromie with alt or friend can buy it for you

Some interesting tidbits:

Chronoboon Displacer can be purchased by Chromie for 10g
Seems to require Counting Out Time
Stacks up to 5, and can be traded freely
Is consumed on use, creates this (unique) supercharged version used to reapply the buffs
Places a Supercharged Chronoboon Displacer buff on you, showing (you and other players) which WBs you have stored and their remaining duration (can't be removed by right-clicking)
Reapplying WBs using Supercharged Chronoboon Displacer does not put a cooldown on Chronoboon Displacers, meaning you can reapply your stored buffs, grab some new ones, and immediately store all of them
Has a 6s cast time, and can't be used in combat
Can store Warchief's Blessing, Dragonslayer, Zandalar, Songflower, DMT buffs (Moldar's, Fengus', Slip'kik's) and Sayge's (Darkmoon) buffs
You can pick up new world buffs while having others stored, but can't get a second copy of a stored buff
The 1 hour cooldown ticks down even while logged off
Reapplying a stored Darkmoon Faire buff seems to also apply the hidden debuff preventing you from getting a new buff from Sayge

If one wishes to reapply a DMF-buff, without triggering its cooldown, while one has it chronobooned.
Is it possible to simply destroy the displacer to not incurr the cooldown?
