Drops off Azuregos one of the World Spawn dragons but not linked with the other three, who spawns in Feralas. Frost gear so far only has one use, which is in Naxx on Sapphiron.

I'm a pali, and even I would give this up to a warrior... sure, it's nice... it's purple... and that is cool.. but as a pali... we should be focusing on

... and if you want a belt for PvP... go for https://www.wowhead.com/classic/item=40573 (Onslaught Girdle) <--- this one may get complaints for warriors... but F them... this is pure dmg... insane Str, some Sta, and Crit... this is the one I would say could go to a pali or warrior...
let's face it... when I go down to MC or Onyxia... i'm not taking hits... the warriors are... and I want them to live. It would be a real shame for me to take that belt just cause it's better then what I currently have... when this is END GAME GEAR for a warrior... for a pali, it would just be something to use until you get the above belts.

Now be nice... even though you 'could' use it... this would be more useful in a warriors arsenal.

Wow! There are actually some thoughout posts among the usual dross. Gratz guys!

To sum up:

It is useful for a paladin who was not Main Tanking to have 425 defense in certain circumstances.
Justafiably it is MORE useful for the MT to have 425 defense.
Paladins CAN tank but it is unlikely that a raid guild would let any pally MT in MC or BWL. This may be due to the fact that paladins are more versatile than warriors, they can fulfill a number of roles that warriors can't. This also might be due that warriors MIGHT be better at holding aggro.
Therefore, the MT in end game raid instances is likely be a warrior.

From the above statements, one can acertain that the correct course of action would be too:

If the MT doesn't have a better belt then give it to the MT.

If the MT does have a better belt then the pally can have it.

However if the MT had a better belt and the raid also had another warrior the question is more complex.

If the guild had a shortage of healers/cleansebots and a surplus of warriors, the rl would be more inclined to suggest that the paladin does not spec def and instead gets a healing build and gear. However guilds can't always control their players to that great an extent so if a pally did want to spec def and roll on the belt, then it is the ignorant, guild-screwing #$%^&'s perogative and her DKP.

If this isn't the case, it doesn't matter at all! Unless:

Muse upon this:

Gear & talent build dictate both a paladins & warriors roles in MC.
Classes can go into raid instances with two sets of gear and change between fights.
Def specced warriors apart from the MT and Def specced paladins are relative dead wood for fights with no offtanking involved.
Warriors who are wrongly specced for tanking, can hold aggro, there primary roles is to deal damage however. Paladins who are wrongly specced for tanking can hold aggro, there primary role is that of healer/cleanse bot. This assumes paladins can hold aggro sufficiently for off tanking purposes when not built for it, I am not sure of this. If this isn't true the belt always goes to the warrior, unless there is a warrior shortage.

SOO deep breath it can also depend on the raid composition and the nature of the instance; If there are fights that require more damage dealing ability rather than healing ability as well as fights that require off tanking in a series of boss runs then they would benefit from a different ratio of pally offtanks to warrior offtanks than a raid which also required off tanking but required more healing ability than damage dealing. Although this would be slightly biased in the favor of the paladin by the fact that paladins can deal some damage, but warriors can't heal.

Lastly, to fit more into the character of the other comments I feel I should add that: F0rk me I am 1337zor!111one

Naxx is a frost instance, any main tank of a good raiding guild will need this when they hit Naxx.

Downed him on the BRAND NEW REALM 2x lvl 55 raid.. Amazing! Loots were this and Puissant cape along with randoms. Crazy. My lvl 56 rogue now has the back.

friend got off azuregos bout a week ago
he had to roll against like 12 other warriors...he and some other kid rolled the same thing, then he rolled a 99 for the tie breaker

Very nice belt IMO, Good for a warrior dabbling in tank&fighting. Would work on a paladin, but no spirit bonus so you could find something better as a pladin, but still nice for warriors

Worked on a strat all week and killed Azuregos on our first attempt with a full raid.
