you have to complete a quest or two to access this guys vendor ability but after that you can buy the schem...it's souldbound btw so only buy 1.

You buy this from the NPC called Zorbin Fandazzle.

Horde can get those Q too, din't complete them yet tho, but i think we're able to get that schem too

I had seen the schematic while on another character (one who had done the quests) and thought "I HAVE to have that firework!" so I patiently took my lev 38 and WALKED her alllll the way from Gadgetzan... through Shimmering flats... through Thousand Needles... through Ferallis... and I CAN'T GET IT CUZ I HAVEN'T DONE THE QUESTS! And worse yet I'm not near HIGH enough to even pick them up!

But on the brighter side... :) ... I have the flight path for Thousand Needles and Feathermoon.

AND I can warn my friend who wasn't able to make the trip w/ me, not to bother till MUCH later. He is also lev 38.

you have to do the 2 first quests in order to get acces to his shop... then you can buy it

I was wondering what lev u have to be to do these quests cause i want to get this schematic have'n snake burst fireworks in if would be awesome,

Its not alliance only but the goblin who gives you the quest is steamwheedle cartle so horde characters can get this schematic as well.

Yep,
West coast of Feralas, do the quests there by the docks, and after you do the set of quests the goblin will sell it to ya for 50s.
