Can be purchased from the vendor inside or outside Alterac Valley at Honored reputation w/ Stormpike. Outside of plus-damage necklaces, this is one of the better pre-raid necklaces, and it's fairly easy to get.

With the new cross-realm battlegrounds, you can go from Neutral -> Honored (9000 rep) in a day or so, so it's definitely worth the time.

I'm guessin you have to become either honored or revered, most likely the latter, with stormpike folks and then you just buy it.
