Haven't verified, but I believe they are a new quest item from an Argent Dawn NPC in EPL. Have to turn in one valor token to that NPC to recieve a "Scribe"

You get these in Light Hope Chapel from an NPC Despatch Commander Metz (on a horse) for a repeatable quest They Call Me "The Rooster"

Looks like you get a random Writ - I got a Craftman's Writ - Major Healing Potion (in the DB already). The reward is choice of:
Insignia of The Crusade
Insignia of The Dawn

This quest sucks, 40 Stonescale Eel take ages to get and are worth much more than a single insignia. I will try to get a different one.

These "writs" are used to gain tokens which when you have 30 of each type will let you get some good items. If you get 110 of each type you can get epic items

thats why you learn to turn in bone fragments crpyt feind parts core of elements savage thingys and dark iron scraps get some rep its barly anything if your exalted

40 Stonescale eels can easily sell on my server for ~20 gold. I did the fishing and turned these in to see what the reward would be. I got my choice of a single Insignia of Crusade OR Insignia of Dawn AND 75 Argent Dawn reputation.

Not to mention that I bought the writ on the AH for a 1g bid.

75 AD rep and an insignia worth 21g? Nope. If you want to turn in a Craftsman's Writ, try a different one. They're always for sale on the AH.
