This is an interesting little dagger that only drops from Edan the Howler inside The Grizzled Den in Dun Morogh.

For any gnome/dwarf rogue leveling in this zone, this dagger is most likely going to be an upgrade for you. You'll likely be around level 7 when you get to kill the rare wendigo, and at that time, you should still be holding on to a Stiletto or a Camping Knife. If you're lucky enough to obtain this knife, you'll most likely end up replacing it around level 9 with the Craftsman's Dagger obtained from another Dun Morogh quest.

Of course, once you reach level 10, you will unlock the dual-wield skill, and you can then wear Bloodstained Knife alongside Craftsman's Dagger for a very brief while as you finish the level 10 rogue quest for your Blade of Cunning.

If you're looking for the BiS level 4 dagger for your alt, the Bloodstained Knife is going to be your choice. There are a few superior daggers you can obtain the quest for at level 4, but you will inevitably level up to 5 upon completion, and thus you can't consider them for your level 4 rogue alt. This is all just for fun and games, though, because this dagger isn't going to last you for a long time at all. You could just buy the Jeweled Dagger, as you'll already be level 5 once you reach your first mailbox...
