Is this in the instance or outside? and what does it come off of?

The Tablet of Will is right next to one of the bosses inside of the instance. I can't remember the name but it's the wizard boss with the 2 guards. You won't miss it if you beat all of them.

Well, the Tablet of Will is guarded by a score of elites, not to mention GALGANN FIREHAMMER. Which by the way had the Deathskull symbol on him when i was lvl 56, so if you're going to get the Tablet of Will, then i suggest you get at least 3 or 4 other party members to get it.

show up as ? and as skulls, that doesn't mean they are automatically death to you, they just use it to conceal their lvl

It's a large object next to Galgann Firehammer. It's probably impossible to reach it without getting aggro, unless you're stealthed in which you still have to take out a few mobs to be able to enter the room.

The tablet is against the wall in the same room as Galgann Firehammer. For those without Atlas or a similar add-on, go through the "back" entrance and follow the tunnel north until you see a room on the left.
