Ok I read through the comments here and was a little confused so I figured I would post a clarification.

You must first get the empty phial from the Laughing Sisters which are found here.

Then you take the phial and use it at the moon well to fill it to get the item you need for the quest. I had to kill about 15 of the sisters to get the phial to drop. The drop rate % listed for the phial is a little worse than that I believe.

first: You need to get the Phial, so go in ashenval /tloc around 61,50 at Raynewood Retreat ,you need to kill some Lauhgting sister.Loot them!

When you have the Phial, you need to go at 60,72 (in Ashenval) to fill the phial in the moonwell. And its done ^_^

The Phial is not that hard to get, sometimes you have to kill quite a few sisters, but thats ok. Once you have the phial, filling it is even easier; you come to a place called moonwell, it will show as an area, and on the minimap there will be a tiny light blue dot to symbolize the actual well; when you are at the well simply right click on the phial and it will become filled, done and done.

First, in order to get the quest, you MUST have the quest. Second, it drops off the "Laughing sisters" Right outside Raynewood. The moonwell can be found by taking the main road east toward the first river, and then running along it's western bank (it's called Falfinner or something like that) and you'll zone into Moonwell. In there, you hop up some cliffs, and you'll get to a sparkly structure that resmebles the Moonwell structures in WCIII. THat's the sucker.

Killed Laughing Sister at 60,55 and the etched phial dropped on my first kill. Then ran down paths to the moonwell at 60,73 filled it and use hearthstone to return.

the moonwell is south of the river bridge, if you're walking along the river to the south you should see it to your right, you have to put the phial on the action bar and click it (Right click? I forget) to activate it like so many previous quests.

i was on the part to use the water on the fire inside the cave, but when i used the water on the fire, just b4 i pick up the quest item, a mob spawn beside me att me n it intercupted my move, i lost the phial , can i get it back if killing the sister n fill it up again in the moonwell? :(

You start in raynewood retreat , normally it drops very fast , you get the etched phial, then you go to the river belowe retreat and east of the river in the middle it lies ,there some spiders around pretty easy quest , hopefully it helps

Ok first, getting the Phial is very easy. All you have to do is kill some Laughing Sisters around the RayneWood Retreat. The drop rate of the Phial varies for everyone but usually it should drop quickly, otherwise keep trying because you'll soon get it.

After you have the Phial, you need to fill it up with water from the Moonwell. This Moonwell can be found near the western bank of the Falfarren River, south of the main road. All you have to do is follow the bank down until you see a blue dot on your map in the corner of your screen. The blue dot indicates that the Moonwell is there. Be careful though because the Moonwell is sorrounded by spiders but arn't hard to kill.
After you have filled the Phial, you have finished the Quest and can return to Zangen Stonehoof in TB.

So, as a tip for those who are like me and doing this quest a few levels lower than the two flame protectors guarding the cloven hoof at the end of part 3 of the quest line, do not forget to loot the item before running off if you're in a rush to leave before your minion/pet dies or you will need to abandon the quest and start it again because the Filled Phial will be removed from your inventory.

Part 1

Head to Raynewood Retreat in Ashenvale.
-Defeat Laughing Sister's until one dropd Etched Phial.

Head to the Moonwell
-It's along the West bank of the Falfarren River, South of the main road.
(Basically head South from Raynewood Retreat.)

Approach the Moonwell and you will receive Filled Etched Phial.
-Return to Zangen Stonehoof in Thunder Bluff (high rise).

Part 2

You will be asked to deliver the Filled Etched Phial to Rau Cliffrunner in Thousand Needles.
-He can be found inside the large hut at Freewind Post.

Part 3

Head North from Freewind Post to the Galak centaur camp.
-Enter the cave and hug the wall on your left.
-Follow the left wall to a chamber in the back with a pool of water in the middle.
-At the back of this chamber is The Sacred Flame with two level 30 Galak centaur guarding it.

Defeat the centaur, or simply find a way to reach the flame and right click.
-You will receive Cloven Hoof.

Return to Rau Cliffrunner and choose your reward.
