One of the best locations to fish for Raw Mithril Head Trout is the inner bodies of water in Dustwallow Marsh. 2/3 droprate. If you want to level cooking to 225 and skill up fishing at the same time, go fishing for trout and cook them afterwards.

The sweet waters of Dustwallow Marsh is indeed a good place to fish. For the duration of one lure I got 21 Trouts and 12 Bristle Whisker Catfish. There's a lake just north of Theramore, the main road passes through it so it's a safe spot (for Alliance). Also it's close to Gadgetzan, so you can level cooking to 225 and then it's only a short travel to do the cooking quest there. The cooking recipe for the trouts can be bought in IF and for the catfish in SW.

Just went to Dustwallow. It took me approximately 10 mins to fish up 3 Catfish and 12 Trouts. It really is a great place to fish these.

Droprate was 63% just outside Brackenwall Willage in Dustwallow Marsh.
Data while ranking from 150-225 (346 catches):

Raw Mithril Head Trout: 63% (218 catches)
Raw Bristle Whisker Catfish: 36.1% (125 catches)
Other items: 0.9% (3 catches)

Duskwallow inland water is definitely the easy answer to get these at a reasonably low level. If you want to fish some up at an even lower level (mid to high 20s), you can fish the pools inside the cave at Splithoof Crag in Thousand Needles. This is the cave that at least Horde players need to go into to get the Cloven Hoof to complete The Sacred Flame. Catch rate is greater than 50% for mithril head trout in the pool right in front of where you get the Cloven Hoof and mobs are only in the 25-27 range.

Spring 2022. I took my squishy lvl 25 priest to Dustwallow Marsh, made my way to 59,36 and hopped on the railing of the wood bridge. The very first body of water once you're outside of Theramore Isle was as far as I needed to go (be sure to avoid the spider that wanders on the left as you approach the bridge if you're way below level for the zone!) I started out at fishing skill 172, and used 3 Aquadynamic Fish Lens on my Blump Family Fishing Pole to avoid any fish getting away. I didn't need to use another after the third lure. After approximately 45 minutes I maxed out at 225.

My net haul:

146 Raw Mithril Head Trout
66 Raw Bristle Whisker Catfish
1 Mana Potion
1 17 Pound Catfish
