During today's
livestream
, Blizzard has announced that Shadowlands Beta will start next week, with beta testers being able to test the Max Level Experience of Shadowlands.
With Beta, Shadowlands testing max level will rise to 60 and we will be able to take a look at the endgame content of Shadowlands.
A new invite wave will happen next week to include a lot more people to test Shadowlands.

Can they allow open beta on time/earlier this time so we can all test it and report what works and what not and not only streamers perhaps?
The game is out in matter of 2-3 months tops, there wont be time to fix the game and it will be disaster like BFA due to zero testing.

Though bear in mind that signing up for the Beta does not guarantee an invite. Sadly, pure dumb luck is involved in this as the selection process is mostly random. Still, it can't hurt to try. Best of luck! :)

Don't be so sure. The shortest beta for a wow expansion was 3 months (For Wrath of the Lich King) and it only happened once. Since then, most betas tend to last 4 or 5 months. With the longest one being the Mists of Pandaria beta, lasting a whooping six months.
So, saying the game comes out in two months is quite ludicrous at best.
You say dumb luck, I say content creator/streamer privilege. That’s been the problem with the last couple betas, all the streamers get in and then all they do is stream for the masses and don’t report bugs... there needs to be a more even keel for who gets beta invites and not just the 1% of streamers...
Also beta can only be 2-3 months unless they are trying to release right in the middle of the holidays, otherwise 6+ and a first quarter 2021 release... which makes way more sense except for the Warcraft 3 reforged debacle last year...

At about 17:15 of the youtube stream recording, John Hight says that Shadowlands will release "this fall," which I assume means between September to November/latter half of December, meaning there will possibly be between 2-5 months of beta testing. Got me a bit worried when I first heard it, but considering previous expansions (as pointed out by Rankkor here in the comments), it will, hopefully, be enough.
Blizzard confirmed a while ago that it was releasing in the 4th quarter. November is for sure the best guess. They don't even like releasing patches near Christmas, so imagine that goes double for an expansion release. Also, for what it's worth, Winter doesn't technically start until Dec 21st or something, so saying it's releasing in the Fall is still correct.
