I feel that buffing them is for a reason. Maybe m+/raid reasons? Like mortal wounds was on the doggo in Uldir to cheese.

God forbid we don't have to sit till 80% dampening before something dies.

Imagine mobs casts actually mattering. Even reduced in m+ and raiding, the heals still gonna be massive. Outside of m+ and raiding ....who cares? Mobs aren't even remotely a threat.

I can't think of a good situation this would be useful. Unless there is an uninterruptible heal, that's very rare and usually tops the mob off anyway. Take for example the fire elemental rare in arathi highlands.
