Hotfixes for October 20 include some class fixes, a change to Starfall so
Rextroy's stealth Starfall attack
no longer works, and a fix for the
previously broken Sun Darter Hatchling puzzle

The Will of the Emperor encounter special ability,
Opportunistic Strike
, is obtainable once again for completing the achievement

The additional Shadow damage from
Soul Reaper
’s (Talent) explosion is now correctly affected by Mastery.

Balance
Damage caused by
Starfall
will break the caster out of stealth.

The Water Elemental pet now learns
Freeze
at level 23.

Priests on the quest

's damage dealt when it is dispelled has been reduced by 35%.

Many Burning Crusade gems have had their stats updated to the correct numbers.

Sun Darter Hatchling
is obtainable once again. Happy hunting!
Player versus Player
Fixed an issue where some Gladiator mounts were not accessible across the account.
The Conquest limit has been increased and players can once again progress on their Weekly Conquest reward.
Quests
Players who are eligible to visit Nazjatar will no longer be prompted upon log in to start the quests,

I wish they were this fast at fixing moonkin bugs that actualy affect gameplay. Celestial guardian still doesnt work with Renewal since 8.1 (maybe even bfa release)
Why are you under the impression that a spell that is a flat percent heal is even supposed to be affected by anything like that in the first place? You're assuming it should be, then assuming that Blizzard is ignoring the alleged problem. See the problem in logic here?
Because it works with every other healing source like rejuv, regrowth hot and even frenzied regen. Before you ask, on other classes "flat percent heals" are affected by healing increasing effects. See the logic?

Why do they keep messing with the UA dispel damage. It needs to be high because of it just being on a single target, or 3 in PvP at reduced damage. If it does stupid damage then the silence needs to last longer or something. Having it deal crappy damage just makes healers unafraid to dispel when they really should be afraid to dispel and contemplating the tradeoffs. Aff isn't having its 80-130% haste anymore where you can put the DoTs up right away.
It was insanely broken. It did 10k damage to dispel UA the other day. That is absolutely ridiculous.
