We previously we reported that the Heart of Azeroth gave a bonus 50% threat multiplier to Tanks who had it equipped. This appears to have been hotfixed and the Heart of Azeroth no longer provides Tanks with any threat bonuses.
Thanks to Panthea for letting me know about this change.
Less than 48 hours ago, we
released an article
on the
Heart of Azeroth
and how it would still provide players with a bonus 50% threat modifier. This now appears to been hotfixed today.
Tanks will now generate Threat equal to 5 times their damage done.
The
Heart of Azeroth
has no bonus multiplier to Tank threat anymore. Tanks who were still using the Heart of Azeroth may find it harder to hold aggro, especially on large AoE pulls, after this change. Don't forget about the Taunt debuff will continue to provide a 5x multiplier to threat on that creature!
The History of Threat Multipliers
Tank threat multipliers have been changed from patch to patch. Here's the history of Threat Multipliers in recent expansions:
Legion baseline threat was
10 times damage
, scaling up to a possible 20 times damage with an Artifact weapon.
Battle for Azeroth nerfed Tank threat to
~4.5 times damage
.
Patch 8.2 buffed Tank threat by 27% with all 3 Essence slots, buffing Tank Threat to
~5.7 times damage
.
Patch 8.3 removed the Essence change and added a flat 50% to the Heart of Azeroth, buffing Tank Threat to
6.75 times damage
.
Shadowlands Pre-Patch added an additional 11% base threat, buffing Tank Threat to
7.5 times damage
.
Removing the Heart of Azeroth threat multiplier leaves Tank threat at a baseline of
5 times damage
.

Called it! I'm interested in how this is going to affect players who don't have SL and are still using the HoA at its intended level.
I don't think they balance the game around people who don't play the current expansion.
But this is exactly what they're doing.
And they do retune the previous expansion's content when the new one comes out, to make heroic/mythic dungeons and raids harder, as an incentive to encourage players to level up, gear up, and run it as trivial content. They did it with Legion content and they did it with BfA content. If you haven't been hearing complaints about "I can't solo BfA dungeons or Legion raids anymore", you haven't been paying attention.
Didn't you notice there was a stat skish at the start of BfA and a level skish at the start of Shadowlands? What you are saying is a side effect of that, not rebalancing anything.
Blizzard never has balanced the game around anything other that current expansion max level content.
