As far as i seen borean Tundra has more quests, a base that offers proffesion trainers and also more ppl to help you in quests. It's sad cuz Fjord has more spectacular scenerry :X. and the environment in witch u r playng affects your atitude and gameplay alot :D
I picked Howling Fjord because of my love for the Forsaken. The Howling Fjord has the Royal Apothecary quest line which feels a lot like the earlier Royal Apothecary quests. It's all very epic in the lead up to the Wrath Gate, and I'm very happy with my decision.
I'll level my priest in Borean Tundra, and my lock in Howling Fjord.
I've completed 130+ quests in both Borean Tundra and Howling Fjord. Which took me to level 74.Howling Fjord took more time, but I think it's a better place to quest than Borean Tundra, because it's much less crowded.I guess most players head to Borean Tundra first (because you get there from Stormwind City) and when they're done there they move into Dragonblight, skipping Howling Fjord.And aside from that I personally thought Howling Fjord looks a lot better. You should really take the boat there, it's an awesome ride :)edit: Almost forgot to mention that Howling Fjord is skinner's heaven. There are dead animals all over the place. I got skinning maxed before I dinged 71 and had enough leather to get my leatherworking up to 420 already.
I chose Howling Fjord, finished the quest achievement and now I just arrived at Borean Tundra. I'm intending to complete all the quest achievements, since they present a balanced number of quests to level. I completed Utgarde Keep as well as the Nexus last night. I like both the zones, and I think all of them will be equally awesome.
Borean Tundra because I simply love the Tuskarr and the Gnomeish quests all around the area. I also like the D.E.H.T.A. quests and everything. It's very simple, as I am a 71 Rogue and can Stealth, and all the Mobs are far apart and everything. Very fun :DAlso, I have decided that I will Level to 72 in Borean Tundra, then move to Howling Fjord until 74 (or until no more Quests are available) It'll be fun :D

I chose Borean Tundra first I was a 68 Death knight!, It was a great help in learning how harsh northrend can be on a new deathknight. Once I went to Howling Fjord at 72 I was ready and able to destroy every quest that came my way :D
I chose to do both (for Loremaster), but did Borean Tundra first because I ported to Org and took that zeppy.
