This scroll spawns inside one of the three ships on the lowest floor. I found it in the middle ship, the same one Fleet Master Firallon resides in. The scroll might be a bit difficult to see so look around closely before moving on to the next ship.

This is a great quest to pick up while doing the last part of The Bloodsail Buccaneers.

Found it up on the lone east boat, down one floor, at the back right between the wall and last cannon. Respawned within a couple minutes in the exact same place.

If it's not there, check the bottom floor between the stacks of boxes.

It is possible to solo this at lvl 35, it just involves some ghost-scouting. I originally assumed the scroll will move location among the 3 ships once picked up, but actually it is present on all 3 ships simultaneously. So you have 3 chances at any given moment for it to be in a favorable location on a ship. Each time, I found it on the lowest level and then it seems to be in any random location down there when it respawns, so don't expect it to keep to the same exact spot.

The trick is to find a scroll in a location down in the cargo hold that is out of LOS from the mobs down there. Start at one of the 2 ships closest to each other, so that you can scout both in one death. For the distant 3rd ship, you'll likely have to go die near it, so you can see mobs and containers with your ghost-sight. I think the further away from your body you are, you are less able to see these things. When you find one in a good location, you simply drown yourself under that ship (always take your gear off first) and then rez inside and scoop it up. Best if your hearth is off CD, so you can then just beam out.

You can also try during a peak server hour, when a lot of groups are going in and out of the ships doing quests. You can wait until the mobs get engaged, and then rez and grab the scroll. My first playthrough, I waited as a ghost inside until a group pulled the mobs near my scroll. On my second playthrough, I found a scroll location that was in a total blind spot from the mobs, no problem.

this does spawn at 2 different locations at the same time, saw it in the east ship by the gnome boss, and on the bottom floor of the west ship on top of some barrels and that is the location I recommend you get the scroll as the mobs do not reach you on top of the barrels (I revived on top of them)

if you are farming it for SOD please note that you require level 35 to be eligible for the quest!
