Moonbrook is the easiest place to find pillagers and looters. At the quarry, you can aggro more Defias members and get yourself killed. Also, many people are at Moonbrook most of the time so if your about to die, someone can rescue you.

Difficult quest for my lvl 17 pally. the mages have frost armor, so all your attacks are slowed, plus you will be doubled by a pillager who hits crits quite a bit. This quest will probably be lots easier for other mages/warlocks

Its quite hard to kill them at lvl 14 or lower, i tried it and died three times at 13 in moonbrook.

I did this quest in a group with me (lvl 16 human warrior) and a lvl 15 human warlock. The warlock's pet took most of the damage and we were able to do it in about half an hour.

The pillagers can be found at a small camp west of Sentinal Hill, or in Gold Coast Quarry cave.

they are also found in the moonglow city (or something like that). however, they are higher level here, and harder to see. i like the coastal camp area better that qamgine mentioned.

Pro Tip for melee: Farm these in Moonbrook. Looters generally aren't a problem, but they will use Backstab if you turn your back to them; it's fast and hits hard. However, the Pillagers tend to give melee a lot of trouble due to the Frost Armor's attack speed slow. LoS them on the buildings and walls, and then it becomes massively easy to take on 2-3 at once to keep interrupting their brutal Fireballs and getting free damage.

A band of vicious Defias Pillagers has been seen plundering the Gold Coast Quarry, Moonbrook and the Alexston Farmstead. The People's Militia will not stand for such behavior. Dispatch immediately, <name>, and make the Light's presence known in Westfall.

The Gold Coast Quarry is near the shore, to the West of the tower. As the next step of your training, I want you to kill 15 of those foul Defias Pillagers and 15 Defias Looters.
