Velora requires eight sturdy dragonmaw orc shinbones.
The dragonmaw orcs are located in "The Wetlands" near the center of the map. They are about level 27-29, not very difficult.

The Dragonmaw Orcs are at 41,40 in the Wetlands. Every one of them drops 2 shins, but only about 25% of them turn out to be sturdy. You also get 1200 xp on the turn in, and 1850 when you pick them up (about 5 seconds later).
