To start the Goblin or Gnome Engineering quest chain for the Horde, go see Tinkerwiz in Ratchet Tinkerwiz (not sure about alliance, probably the same since it's a neutral area)

If you want to do Gnomish, get the BoP items and switch to goblin read this.

1. Get artisan engineering.
2. Go to Tinkerwiz in Ratchet. He's in the observatory, next to Gazlowe. Get Mithril tubesx6, an accurate scope, and advanced target dummy x2
3. Get the Gnome Engineering quest from him. He may have an exclamation point, he may not, but he should still have the quest.
4. Talk to Oglethorpe Obnoticus in Booty Bay. I can't really explain how to get to him, so run to the very center of BB's "arc" then look for the minimap dot.
5. Complete the quest and the next one he gives you. These are straightforward.
6. Complete "Show Your Work."
7. Learn and make items you want that you can use without Gnomish engineering (Gnomish goggles, Gnomish battle chicken, Gnomish death ray, Gnomish net-o-matic projector, gnomish mind control cap, gnomish harm prevention belt, gnomish rocket boots, and gnomish shrink ray)

Now you have all the Gnomish items, drop it get back to artisan engineering again, this is where things have a lot of miss information, you don't have to do any quests again after this.

Go straight to NE Tanaris (/way 65, 18) in that building there's a book on the table called "Soothsaying for dummies" as of currently in classic that's all you need to do, click it and you can learn goblin or gnomish instantly. It's that easy.

To start this quest you must be at least level 30 and have your Engineering skill 200+

2. The Pledge of Secrecy
3. Show Your Work

You now have Goblin Engineering (Horde)!
