They have changed the quest slightly you need to talk to Squire Rowe at the Stormwind Gate or Marshal Windsor will not show up.

If someone else is doing the Windsor quest that Squire Rowe starts, you'll get the following text from Rowe:

"Marshal Windsor has been expecting you, <name>. Unfortunately, he is currently indisposed. He should be returning shortly."

The wait time while Windsor's being escorted by another player to Stormwind Keep is approximately 10 minutes.

BTW, you don't need a raid for this quest, as the quest text would lead you to believe. Just escort Windsor to Stormwind Keep, where he will call upon Lady Prestor, turning her into her true form, Onyxia. This spawns eight dragonkin guards. You don't need to bother with them -- Highlord Bolivar Fodragon, a level ?? boss, can easily take them all out himself. You need to just stand there and watch. Windsor will die, then Bolivar will give you a new quest -- "The Dragon's Eye" -- for which you'll need to find the dragon Emberseer in Dustwallow Marsh. And that's all there is to it.

do you have to do some special event for him to spawn?
or do you HAVE to be in a raid group or smth..?

i've been standing at the gates for several minutes yet no sights of Marshal Windsor. also ive meet a couple of ppl having the same problem :S.

are we doing something wrong here T___T

i havent tried this, but my guess is that you could abandon the quest and talk to marshall maxwell at morgan's vigil to get the quest again. tedious, yes, but hey, you're the one that failed ;)

i got disconnected and when i logged on again the q wasnt in q log... not in BS.. and windsor does not show up again :S what should i do ?

This quest is bugged, When we got there the queen turned into onyxia after talking with windsor and then all the talking stopped... we waited for 5 min and then it said quest failed... so I abandoned and tried to restart by looking for him outside gates... he is no where to be found. MAJOR BLIZZARD BUGG! I NEED onyxia key... anyone else run into this?

does marshal windsor need to stay alive for this quest or can he die and not fail? because as soon as lady prestor transd he died on me automatically...

You dont need a raid group for this at all, you dont even need a 5-man. Just activate it, let Onyxia tranform, then run like hell into a room. The guards can solo all of them.

Anyone know which quest I have to start from when I failed to do this in SW keep? Marshal Windsor dont want to give this quest again :(.

To keep the quest from bugging you must make shure all 3 NPC's are spawned in Stormwind keep and I think the guy outside needs to be spawned too. If any of these NPC's are dead (due to raids or failed quest) then the quest will bug when you talk to lady prestor.

I just failed this quest *sigh* and what's worse i abandoned it. I went to morgan's vigil and talked to maxwell and he doesnt have the quest, so.... I guess i have to do Jailbreak in BRD all over again. *big sigh*

Actully i abandoned the quest, then sat at the gates again and he showed up again, it let me redo the quest. But alas, i still fail the quest. whats going on here?

if you fail this quest one time, no worry. You'll just need to wait for the Lady Prestor to respawn, once she does the Quest gets "reset". Head for the gates again and wait for Windsor to appear, it'll take some time depending on how long it was since Lady Prestor had respawned. My party waited somewhere between 4-8minutes after the lady (she's really the onyxia) respawned until the Windsor-guy reappeared on his horse at the gates of stormwind.

this is the only high end quest that lower levels can help with (rezzing healing being cannon fodder ect.) or is it the one after this either way on feathermoon people seem to swarm the keep when someone does this quest (i'm one of them)

I am had the same problem as alot of you here. We guided windsor into the keep. When he got there nothin happaned at all(the queen didnt even turn into onyxia), we stood and waited there for like 8-10min then it said we failed. Blizzard should rly look into this bug.

For those saying they can't get him to spawn, make sure you talk to Squire Rowe at the gates! Windsor won't be there waiting for you, you have to talk to Rowe, who will call for Windsor. Rowe will walk to the edge of the gates and kneel, and return to the spot he was standing when you found him. Wait about 15-20 seconds and Windsor will ride up on his horse.

A pre to this quest is: Jail Break! (Elite)

Jail Break! ride out of the gates of Stormwind and Reginald Windsor will spawn you follow him all the way to the king and stand on outside walls and let Highlord Bolvar do all the work and after your done watching the quest is complete.

Completeing this quest leads to the quest called: The Dragon's Eye

After talking to Squire Rowe and getting Windsor to show up, the quest turns into your standard Escort quest where all party members need to turn in Rendevous before anyone accepts The Great Masquerade.

I talked to Rowe at the Stormwind gates, Windsor appeared, walked about 30 feet, and just *!@#ing stood there. I can't interact with him, or otherwise get him to move his ass. Any ideas?

I just made an account to give you all a bit of information about this buggy quest, as I can see the information is a little bit scattered and not all things are being highlighted according to my experience FOR ALLIANCE...

First: Avoid making this quest in the group as it will prevent you from initiating the fight with lady prestor (Onyxia) in Stormwind Keep after having that long walk through stormwind with marshal and yes, the quest DOES state it is a raid but this doesn't matter at all.

Second: DO NOT fight the monsters, but be at a very close range (stay within the octagon but be careful of the dragons cleave ability) as Highlord Bolivar Fodragon, a level ? boss will do this job for you. If you tend to die, the quest will not count after the monsters are killed even if you have enough time to walk to your corpse to resurrect. In this situation, if you try to attempt the quest again after talking to Squire, Marshal WILL be stuck at the gates. This is where you WILL need to abandon the quest even if Marshal is going to disappear (after about 4-8 minutes) as this will be simply a repetitive process of being stuck.

Third: don't worry if you need to abandon the quest, as instead of heading back to Marshal Maxwell located in Morgan's Vigil (he will not give you the quest), you have to talk to the Squire Rowe again located at stormwinds gate as he will launch a signal allowing Marshal to spawn. This will allow you to grab the quest again from Marshal.

Fourth: Marshal can be summoned at any time whenever there is no one fighting at Stormwind keep. The journey from gates to stormwind keep is about 5 min and the fight itself takes about 5 min as well including the NPC talks so 10 minutes in total.

Fun Fact: Marshal Windsor is going to DIE (dying animation) nearly instantly after the fight initiation however, his health bar is still full during that time.
