This item has been obsoleted with today's annoucement by Blizzard that there will now be no attunement required to enter The Eye and Serpentshrine Cavern:

How does this scroll work; is there a cooldown when you use it? Can you use it only once to create those 5 marks and then it disappear or you can create as much as you want?

This item no longer appears to be an active drop. Guilds on my realm have been killing Kael on a weekly basis for some time, but this scroll never appears. Probably deprecated despite the description of providing flask tokens. I suspect Vashj's Scroll of the Maelstrom has met a similar fate.

Drops from Kael'Thas and when you use it on someone, they don't need to do the prequests to get access to The Eye.

when you use it on some 1 do they get free acces to the eye for ever ? or just 1 time ? any 1 knows =)

Well i just got this today....and what it does is when u use it on a player it throws a giant wave of fire...litterally....at the person and knocks them down...thats all it does...its real fun to use when u wanna screw around w/ ppl :P
