You are basically farming Deadmines for this. As we level it is of course great to get the blue chest. Individually the other pieces can be beaten by other quest rewards in the levelling zones.

In other words: You must run Deadmines at least once as there are two quests within and two just outside and a fifth completable while doing the other four.

Lets say you are good for a couple of runs. Just make sure you are the only leather agility wearer and you should be right for rolls. I ensured I was the only leather wearer full stop, but that made finding a group difficult.

But farming Deadmines over and over when you could be levelling quickly with questing is a bad idea.

The exception is if you don't like questing (so why even are you playing Classic?) or if you are running as a twink or carrying a twink through as the blue chest piece is BiS at level 19. The set as a whole is NOT BiS for level; 19 twink rogues, lets be clear.

As a postscript, have a look at what Cookie drops. That rolling pin is a mighty fine mace while levelling!
