This cloak has the same design as the death knight cloak Shroud of the North Wind except with a different color scheme.

Because of it's spirit and haste, instead of crit, I think this is the best in slot for resto druids.

This is still better than Cloak of Kea Feathers. The mana regen nerf affects the 5-second rule, and in-combat mana regen is expected to remain the same. Spirit should still be considered better than pure mana regen because it also has marginal effects on spellpower while in tree form and the effect of your Innervate.

And Cape of the Unworthy Wizard is pretty much best in slot for any class that can use spell power.

As a Holy Paladin, I had a hard time choosing between this and the Cloak of Kea Feathers. To compare:

Disguise of the Kumiho
+48 Stamina
+38 Intellect
+37 Spirit
Equip: Improves haste rating by 41 (1.25% @ L80).
Equip: Increases spell power by 65.

Cloak of Kea Feathers
+42 Stamina
+43 Intellect
Equip: Improves haste rating by 28 (0.85% @ L80).
Equip: Increases spell power by 66.
Equip: Restores 17 mana per 5 sec.

So with the Disguise of Kumiho you get:
+5 Stamina
-5 Intellect
+37 Spirit
+13 haste
-17 mp5

Now, spirit is COMPLETELY USELESS for Holy Pallys, so the real trade off is 17mp5 for 13 haste, which is nearly the same amount of haste you gain from the cape enchant. The stam for int trade is pretty much equal in my mind, 5 either way isn't going to make or break you as a healer.

In the end, I went with the Disguise of Kumiho. The spirit is wasted true, but I'm never having any mana problems, so the mp5 would end up being nearly as useless atm. (And this is after the DP nerf).

Ultimately, the looked to be about equal in my mind, so the decision was made by this:
The Disguise of Kumiho is so very much prettier than the Cloak of Kea Feathers.

And that's what really matters, right? ;)

Casters, if you're trying to gear up quickly, take a look at the pvp one: Furious Gladiator's Cloak of Ascendancy. It no longer needs an arena rating, just 38,000 honour (easily got by trading in 30 Stone keeper shards for Wintergrasp Commendation)

It's not the best, but not too bad if you're short of emblems :)
