This is possible loot from the Satchel of Helpful Goods you receive after successfully completing a Random Dungeon at level 15-25. You are able to loot this only if your class can wear mail at that level range (i.e., Warrior or Paladin).

Versions I've seen:

...of the Champion (+5 Strength, +5 Stamina, +5 Defense Rating)
...of the Soldier (+5 Strength, +5 Stamina, +5 Critical Strike Rating)
...of the Bear (+6 Strength, +6 Stamina)

I got Earthbound Girdle of Stamina (+10 stam), does is it better than Deviate Scale Belt?

NO NO NO NO and ummm NO. You want the stam and agi and hit rating isn't really needed but with stam it gives you more survivability just in case you have a bad healer. :)

I got the "Of the Bear" on my 16 ret pally today...+6 Str and +6 Stam,Then i got "Of the Champion" +5 str,+5stam,+5 defense,Definantly nutz stats for this lvl,I would reccomend trying to get one of these on any mail wearing class at this lvl.

I got one on my lvl 19 warrior, of Strength enchant and it gave +11 strength. Not sure that did I just read wrong :)
