Skin of Dwarven Stout can generally be found from innkeepers or NPC's labeled <barmaid> <wine vendor> and few others.
Base price is 1s20c

Same goes for Flagon of Mead
Base price is 15s

Both drop from Stomper Kreeg in Dire Maul North

Just as a quick reference, these are generally the most convenient places to get them:

-Vinemaster Alamaro for scryers only...yes you get a discount from rep status. hes behind the main scryer building

-Kylene is found in the bar next to the heroic/dungeon daily ethereals in lower city...you can also get a rep discount from her

-Barkeep Morag is found in the ogrimmar inn

-In Stormwind, there are 5 NPC's who sell them...2 in mage quarter, 2 in trade district, and 1 in the old town

-In Ironforge, there are 2 in the building right in the west wall of the city, and 2 in the Military ward

For horde the city that usually has most people at any one time is ogrimmar, so i only listed the ogrimmar vendor here

Since ive never played an alliance toon, i just listed both stormwind and ironforge...in fact theres actually no vendor on wowhead that sells the mats in darnassus or exodar.

the base price (meaning without any discounts) would be 3s 24c per lager
friendly: 3s 8c
honored: 2s 92c
revered: 2s 75c
exalted: 2s 60c

considering cost and accesibility, this is worth making if for whatever reason you dont have that small extra boost to get you fishing in places like nagrand.

The drop rate is much higher than the 3% stated here. The recipe won't show up again if you already have it.

this is seriously starting to !@#$ me off. Ive been doing the daily since the big 3.0.2 patch went live (this is before Wotlk was out) and Ive yet to get this friggin recipe. Im waiting on the patch (3.0.8) to get the missing recipes for The Northrend Gourmet 45 version which along with this recipe is what is needed for the chef title and are going to be extremely angry if I dont have this before the patch.

I have millions of those sharp fishing hooks, a blue 15 stam gem and a croc pet from the crocolisk daily which mind you is another blue item and can ONLY be gotten from that daily. (which further LOWERS your chance of getting one cause then you gotta pray you get the daily and then the pet)

Anyways this item is a green (common) item where as the other items ive obtained which are blue (superior). I should have a lower chance of getting those over this one right?. Like comon what the HELL this is just freaking stupid, I didnt even want those other items.

My god this keeps up ill have a proto-drake by the time I get this. (ANY of the drakes at this point)

I've been doing these dailies well over a month straight now, and I have yet to see hide nor tail of the Rumsey Recipe.. And seeing as how it's the last achievement I have for my Chef title, it's very frustrating and disapointing. My achievement window says I've done the fishing daily 41 times, I've gotten the blue fishing hat, and dozens of water walking thingies, and a bazillion fish hooks.. but no recipe. I'm starting to think I'm horribly unlucky. ):

I did the cooking daily (sometimes 2) for 4 months and yesterday the stormchops recipe dropped for an alt of mine...I was soooo upset.

Then today...wham. After 200 cooking dailes or so....I finally get it on my main...where I really wanted it.

Hopefully this will also be a drop in the new fishing daily quests coming in 3.1, much like the Delicious Chocolate Cake recipe, which you could also get from the current cooking quest in Dalaran.

I picked up fishing/cooking after WOTLK was released. Currently I have 159 cooking recipes and the only cooking achievement I am missing is Captain Rumsey's Lager. Getting this recipe will give me the Chef Title so I do it every day. No Luck. This stupid recipe will not drop for me so far. Reading above seems like some people are sure it does still drop, plus it wouldn't make sense to have an achievement in the game for something unattainable. This is really frustrating though doing this every day and just getting more hooks and water walking potions than I could ever use. Any tips? Any other way to possibly get this or do i just need to keep being dilligent about doing the fishing daily?

Yup, got this today from the daily fishing quest Blood is Thicker from Marcia Chase in Dalaran. I guess any of her quests would give it.

So yes, there isnt a need to travel to Shatt anymore, although doing so obviously gives you twice the chance of getting the drop.

These quests are also a good way of getting Kirin Tor rep (250 each time).

So i was reading this to see where to get the ingreadients come from for horde and saw a few frustrated ppl about the drop. i have been trying for this since BC with no avail and when the Dala fishing dailies came out i was doing both of them with the same result nothing then today it just dropped from the severed arm quest and i am totally excited i have been waiting for so long! so i guess what i'm saying is hang in there do both fishing dailies and the best of luck to you all =))

You can get the mats from about any bar/inn so they arent hard to find.... the real problem is your chance to get the recipe, which seems very low, I was aparently lucky, 7th try =D

I must be really lucky, considering the above comments. On my very first Shatt daily cooking quest (yesterday) I received the stormchops recipe, on my second quest (today) I received the recipe for Captain Rumsey's Lager. Strangely enough, the quest was the same each day (Kaliri stew).i

I finally got mine when i did Jewel of the Sewers from Marcia Chase's daily fishing quest. It was my 5th quest from her when it dropped so I'm a happy fisherman especially when i got my Chef title!. For those who are chasing the Chef title, don't lose hope, keep on doing the Outland & Northrend daily fishing quests and it will drop eventually. Now i wish there's an Iron Chef contest on the game.

I'm starting to think the droprate when you have all the other achievements, or at least the max recipe count achievement is bugged.

I've gotten it first week on my main and any alt high enough for the Shatt dailys, but the one character who has all other achievements can't get it for the life of her. D:

It's very annoying when you get all those recipes and the hat and think the hard work is done only to go 'oooh...ooohh...OHHH...*open bag* AAARRGGGGGG' every day.

If you're in Dalaran and you want to brew up some Rumsey's Lager you don't have to go back to the old world to get the ingredients -- they are sold by this NPC in the Dalaran Sewers.

Everyone should check to see if they have this recipe if you havent gotten it after doing the daily countless times. I was doign all the dailies for months and was never getting it, i was going through my cooking list and surprisingly saw Captain Rumsey's Lager. I thought the same thing. I was sure I was missing this recipe. Then I spent some time and looked really hard at the ones I had. This is listed near the bottom, between Spice Bread Stuffing and Beer Basted Boar Ribs. I don't remember receiving this recipe but obviously I did.

I did all 4 daily's that this recipe drops from for 3 weeks trying to get this recipe. I was wondering what the heck was up with the drop rate and started thinking maybe i got it already and just not learned it but i couldn't find it in my bags or bank.

I finally did a search in my cooking recipes that i had learned and there it was.

To get the Chef achievement you have to make some rum and for some reason I was thinking you just need the recipe learned.

If this isn't dropping for you double check your recipe book.

I love when RNG favors me slightly. I got this little recipe my first bag of fishing treasures wondering if it was rare, if maybe, just maybe... RNG had shown me it's brightside - one it had declined me whilst farming stratholme 734 times to date for Rivendare's Steed. I began to wonder - does everyone get this their first bag and then it never appears again? Ah. Well I see. I WAS JUST LUCKY! :D

But I do have to wonder (for all the people after this for more than 2 months): Out of all the bags you have gone through to try to get this recipe - how many waterlogged recipies have you gotten?

Ok, so this item probably has a much higher drop rate than what is listed. Last night I started doing my daily after many many many tries and decided I was going to put a help ticket in to a GM. The GM got on and told me I had already learned the recipe (Which I swear I had already looked at that but must have searched it in my Leatherworking?) Anyway, I had done this daily every time I had played for over 3 months, which would throw off the drop rate since I am a contributor. There might be others that have done the same as once you have learned it I do not think it will drop again in order to keep it off the AH.

For all players wanting to complete the recipe Delicious Chocolate Cake, Recipe: Captain Rumsey's Lager, or Darkbrew Lager either for the various achievements or just to 'Do Them All', please see pint-sized Sarah Brady in the Dalaran Sewers near the dueling rings (she is standing on a raised group of barrels near the center wall). She has all of the harder mats to complete them with.

For Horde not able to get to Dalaran yet, access to Silvermoon City is relatively easy enough via zeppelins from Org to UC, and the portal stone in the courtyards outside of UC into Silvermoon's castle. The inn between Murder Row and the Royal Exchange areas has Vinemaster Suntouched who sells the goods as well as the rare Suntouched Special Reserve (rough coords 79.5, 58.5). There are a few others, but more difficult to reach.

For Allies with the same problem, super easy access via Stormwind's MANY vendors of Flask of Port. They are also some of the oldest NPCs in Stormwind's zone, for you clueheads out there. ;^P For Exodar freaks, there is a single seller named Caregiver Topher Loaal on Bloodmyst Isle (rough coords 55.5, 59.5) in Blood Watch camp.

This is bugged. I too discovered that I had already learned the recipe without knowing it, but it didn't come up in the search feature until I had manually found it on my recipe list. I even knew about the auto-learning and everything and I searched for it, it never came up when I searched. Exasperated, I resorted to looking through the entire list and BAM. Found it. What a time-wasting bug! At least I don't have to do so many damned dailies anymore!

I got it after completing the daily fishing quest in Darnassus, it was in the bag you get for reward, so I'm pretty sure it will also be contained in the bags you recieve in Stormwind and Ironforge.
