These are clearly supposed to be used for leveling, Equip: Experience gained from killing monsters increased by 10%, freaking awesome but what is up with the stamina and the resilience rating! Resilience and stamina is useless for leveling. Only reason you'd buy these is for the increased experience, or if you are a tank I guess they are nice, but why level as a tank when you also get increased experience? This item is stupid in my opinion, all the heriloom items have resilience and too much stamina, I'm asking you blizzard, why the @#$%?

I think these shoulders were designed for those people who do PvP occasionally while leveling.

You'll also notice that these are obtained from currency that is obtained from things involving PvP. (Wintergrasp) The whole side thing about the shards dropping from WotLK instances is another example of making PvErs able to get PvP gear, and the same can apply the other way, although it's not as noticeable.

The PvE argument about these shoulders is a bit moot since there's a PvE itemized plate heirloom shoulder. You'll also notice that they're obtained with PvE badges.

Great shoulders for any twink plate wearers in the 29 bracket. A good upgrade from the standard Sparkleshell Mantle.

Edit: These shoulders, and all other BoA shoulders, can no longer receive the Zandalar shoulder enchants. However, these still remain better for a 29 twink than the Sparkleshell Mantle, granting 1 more Stamina, 7 Resilience, and 7 Strength at the expense of 4 Agility.

After looking back over My test results

Without vs with
250+125=375 without 10%
276+138=414 with 10%

276-250=26 (thats the 10% on the base xp)
138-125=13 (thats the bonus on the rested)
26+13=39

You gain 26 rep without rested
You gain 13 additional rep with rested
A total increase of 39 rep when rested instead of 26.

So using the shoulders with rested state gives you 15% increase instead of 10% when rested.

You can enchant BoA items with enchants that require ilvl 1 item, or don't have requirements of ilvl and do not bind item after enchant (rep/profession-only "soulbounding enchants" cannot be used on BoA items).

Also 10% bonus stack with rested state:
<base xp>*<rested>*<shoulders>
or simply <base xp>*2,1

Additionaly every Heirloom item will change category with profession, for example you can buy Plate shoulders, and send them to warrior on 30 lvl, shoulders will "change" into Mails, and after reaching 40lvl again into Plate.

As the situation is now, health points gained from stats on heirloom items won't get restored upon leveling up. Mildly annoying, i know. Check this yourself before downrating.

EDIT: for the people who didnt understand this: Normally when you level up, you regain all your HP. But when u have this item, and it has for example 10 stamina, you will regain everything but the HP gained from that 10 stamina, leaving you with 100 health less. I know it's not a big problem or anything, but it's something noticable.

That is because the item scales after the levelup, and at the moment the levelup occurs health/mana is restored to full. I don't see how having to heal an extra 10-20 HP is a problem, though.

Instead of the 10k honor enchant if you have the rep you can toss a Chromatic Mantle of the Dawn on. Or perhaps one of the lesser AD +5 enchants.

I brought these for my warrior who I'm leveling, and also (for 10k honor) brought https://www.wowhead.com/cata/item=44957
from Brave Stonehide in Officer's Lounge in Org (Master Sergeant Biggins for Alliance one).
The Greater Inscription of the Gladiator gives 30+ stamina and 15 resilience, and as it stands now works on level 1 shoulders, so theres no level limit. Best enchant for heirloom items.

The stamina is nice while leveling, more hp makes life easier.

You can use any shoulder-enchant on BoA-shoulders now since the change in the 3.1 patch.
But you need to fit the required lvl to gain the benefit, for example last night i enchanted my Polished Spaulders of Valor with the Scryer shoulder-enchant and it got on just fine,
but i needed to be lvl70 to gain the extra attackpower and crit.

Resilience only affects damage done by players. If you're not going to pvp, the pve counterparts will give you a dps boost that will compensate the stamina difference.

Remember that resilience only reduces overall damage taken from players - the reduction has no effect on the damage of mobs other than to reduce critical chance and damage.

So you can use Resilience to become less critable, if you plan to lvl as a tank.

The XP bonus DOES count for BG experience as well, just tested it out. I know it only says quests and kills, but I'm assuming they changed it in one of the later patches.

Edit: These can now purchases with 2175 honor from Galra if you are horde and from Liliana Emberfrost if you are alliance.

Unfortunately, with the 4.0 changes to resilience, these are now pretty garbage for leveling a tank in PVE. You lose more strength than you gain stamina, and instead of something semi-useful like crit you have a stat that does absolutely nothing outside of PVP.

Basically, don't spend the honor on these unless you plan on leveling primarily through BGs.

I Can say as of Patch 4.2.2 These shoulders are the Best in Slot shoulder Armour For a level 19 Trial Account Dps Paladin Twink.

My conjecture Is Supported by the following points:

Strengthened Stockade Pauldrons Have Superior stats, Exclueding the +4 hit lost from Packleader's Pauldrons/Deathstalker Pauldrons for all level 19 Shoulders.
Strengthened Stockade Pauldrons Are Obtainable for Level 19 Paladin Dps Twinks as of Patch 4.2.2

This is why Strengthened Stockade Pauldrons are The Best in Slot for Level 19 Trial Account Dps Paladin Twinks In My opinion as of Patch 4.2.2 .

Patch 4.3
It seems in the PTR of Patch 4.3 there will be Polished Spaulders of Valor Available in the Dark Moon Fair Island thing. So I suppose In as of Patch 4.3, Strengthened Stockade Pauldrons will be more for Protection Trial Account Paladins. Thus Strengthened Stockade Pauldrons are not > Polished Spaulders of Valor because Strengthened Stockade Pauldrons are defensively geared while Polished Spaulders of Valor are offensively geared.
