Actually it is a pretty common bug that certain shamans are able to DW as elemental/resto, it is know by the development team ( i know this because i can, and have reported it several times ), I personally have been running ZA to get this or the other onehand spell dmg weapon to use in offhand... it has been in my testing a significant dps increase to use a melee offhand with flametounge as elemental, so i am just waiting the day to get one of these.

relogged on to log out with DW weapons, as you can notice both my specs are ELE/RESTO.... i'll post a SS later of DW being in my general tab of my spell book.

Keep in mind that the off-hand intellect enchant is putting staves behind a bit now. Until they come out with a 2H exclusive enchant for healers (or casters in general), 1H + off-hand frill will be optimal.

You don't actually need to dual wield since there's a caster shield that drops in ZG too. You can just replace a staff with sword and board healing, doubling your healing based weapon enchants.

It is interesting that all of the above comments are on shamans. Amani Scepter of Rites also fits well to holy priests, because of 92 mastery rating. Currently using it with Bioluminescent Lamp, and looking for a replacement.

Lost Bag of Whammies, Scepter of Ice, Heartbound Tome or probably Goblet of Anger
