Any info on how far the target has to move to trigger this?

Is it constantly rolling against the %'ge after every yard ran?
Does the target have to change direction? If so, haw much does he have to change direction?

I noticed this seems to be procing even if the target isn't moving, and I don't even have a pet out.

I'm not entirely sure why this is the Marksman tree. MM's focus dump is Arcane Shot, not Kill Command.

So, does this mean that anytime you use Kill Command when an opponent moves (which, well, happens a lot) you have an 8% chance for it to be refunded? Why not make it a base 8%for it to be refunded, then? Aside from that, is this talent worth it?

Just tried this talent on raid tonight.

Valiona and Theralion
During phase transition, I was consistently getting this proc. Usually even before KC was off of cooldown.

Ascendant Council
Hunter's mark on ignacious means that whenever he charges, you have chance to get free KC. You should have pet on Ignacious anyway since it can benefit from the ice buff.
For next set of councils, put it on Arion. Whenever he teleports, he will be moving back to the tank which usually means 1-2 procs.
Elementium Monstrosity shouldn't need explanation

For first phase, put it on the skeleton. Since they are kited until they are die, you can enjoy multiple proc during the first phase

So, I have been testing this out in PvP and PvE and the proc rate seems to go off every 1-2 yards of movement. This is PURELY AN ESTIMATE, but I seem to proc it constantly in BGs and even when kiting mobs (It often procs before the CD is even reset on Kill Command). I would say a necessary talent for PvP and an optional one for PvE.

The only draw back to this talent is that you must first have 40 focus to use the ability, once it hits the focus is refunded.

I use it to chase down those blinking mages.

The fact that this is a refund mechanic instead of a "next one free" mechanic makes this pretty terrible.

I'm not positive why this is, but sometimes I'm not refunded the focus used, even with the buff up, and the buff just stays there are doesn't get used. It seems that you are NOT refunded the focus, even if the talent has procced, if the pet dodges the attack. Since there is no way to increase your pet's expertise, this talent is rather risky, and can make you lose 40 focus. I'd say there are other more reliable talents to put these points in.

I'd like a confirmation as I'm not positive this is the case.

Your target doesn't matter. Which target procs this doesn't matter. The only thing you need to make sure is that the target that your pet is attacking with Kill Command is the target with Hunter's Mark on it to get your focus back.

Also to quote a blue:

All pets now receive 40% of their master’s resilience and 100% of their master’s spell penetration. In addition, if a player is at their appropriate spell hit chance or hit chance maximum, their pet will be at the maximum for spell hit chance, hit chance, and expertise. If they are below the maximum, their pet will be proportionately below those maximums.

Additional info: The hit chance of your pet is always rounded down to a full number. So if you have 7.99% hit chance your pet will have 7.00%.

This can proc on the target dummy as long as you hunter marked it pre-combat.

As of 4.3.0, Resistance is Futile! is now activated by targets affected by Marked for Death.

Taken from December 6 fixes:

Kill Command should now always consume the Resistance is Futile! buff, regardless of whether the target has Hunter's Mark or not.

Blizzard already knew this was a bad talent but they had to put it in anyways so it wouldn't hurt the intern's feelings.
